The Province of Quebec administers its own immigration programs with selection criteria that are distinct and more predictable from those of federal and other provincial immigration programs. To immigrate to Canada as a Quebec-selected skilled worker, an applicant must apply in the following 2 stages:
Stage 1: Applicant needs to make an application to the Government of Quebec for a Quebec Selection Certificate [CSQ]. The certificate shows that the Province of Quebec has accepted the applicant as an immigrant.
Stage 2: Once the Government of Quebec chooses the applicant and issues a CSQ, the applicant then needs to apply to Immigration, Refugees, and Citizenship Canada for Permanent Residence.
Eligibility Criteria to Apply for CSQ (Arrima Portal):
To lodge the application under the Quebec Skilled Worker program, an application must be submitted in the Quebec Arrima portal for CSQ – Quebec selection certificate.
Applicants applying without a spouse must reach a minimum of 43 points on the employability factors and 50 points total in a point-based grid system in Arrima portal.
Applicants applying with a spouse or common-law partner must reach a minimum of 52 points on the employability factors and 59 points total.
On receiving the CSQ, the next step is to submit the same to IRCC in order to move ahead for the Permanent Residency application.

Demonstrate knowledge of French equal to at least 7 of the ‘Quebec scale of French language proficiency levels.
Pass a Quebec values test within the prescribed deadlines.
